Issued at 5:00 p.m. today, November 21, 2011, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) forecasts  that there is a Northeast Monsoon prevailing over Luzon. Intertropical Convergence Zone (ITCZ) affecting Mindanao.

Southern Luzon, Visayas and Mindanao will experience mostly cloudy skies  with scattered rainshowers and thunderstorms becoming cloudy with  widespread rains over the Eastern sections of Southern Luzon, Visayas  and Mindanao which may trigger flashfloods and landslides. Northern  Luzon and the Eastern section of Central Luzon will have mostly cloudy  skies with scattered rainshowers. Meanwhile, the rest of Luzon will be  partly cloudy to cloudy with isolated rainshowers.
Moderate to strong winds blowing from the Northeast will prevail over Luzon and Visayas and the coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the Northeast with slight to moderate seas.
