Issued at 5:00 p.m. today, November 4, 2011, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) forecasts that at 2:00 p.m., a Shallow Low Pressure Area (SLPA) was estimated based on satellite and surface data at 560 km East Northeast of Borongan, Eastern Samar (11.5°N, 131.5°E) embedded along the Intertropical Convergence Zone (ITCZ) affecting Luzon and Visayas.

Luzon and Visayas will experience mostly cloudy skies with scattered rainshowers and thunderstorms becoming cloudy with widespread rains over the Eastern sections of Central and Southern Luzon which may trigger flashfloods and landslides. Mindanao will have partly cloudy to cloudy skies with isolated rainshowers and thunderstorms mostly in the afternoon or evening.
Moderate to strong winds blowing from the East to Northeast will prevail over Luzon and Eastern Visayas and the coastal waters along these areas will be moderate to rough. Light to moderate winds blowing from the East to Northeast will prevail over the rest of Visayas and coming from the Northeast to Northwest over Mindanao. The coastal waters
along these areas will be slight to moderate.
